The Department of Homeland Security (DHS) has finalized Chemical Facility Anti-Terrorism Standards (CFATS) for any facility that manufactures, uses, stores, or distributes certain chemicals above a specified quantity. DHS's intent is to prevent intentional misuse of chemicals such as theft, diversion, attack, or malicious release. These facilities must inventory and report quantities of these Chemicals of Interest (COI) and report them to the DHS. The CFATS includes Colleges and Universities.


The University of Arizona must complete an inventory of the listed chemicals and report total quantities to DHS. Only the 219 chemicals on the DHS Inventory must be counted.


Each laboratory and other users of chemicals must complete the survey and report their results to Risk Management and Safety (RM&S) no later than February 22, 2008. RM&S will compile all U of A data for submission to DHS.


There are four steps to complete the survey:

  1. Print a copy of the DHS Laboratory Inventory (PDF format).
  2. Complete your inventory by entering the information on your printed copy.
  3. Return to this page and complete the Online DHS Laboratory Inventory Form. Be sure to complete all required fields before submitting. Submitting an incomplete form will require resubmission of the chemical information.
  4. Destroy your printed copy of the DHS Laboratory Inventory as required by the DHS Rule for security reasons. RM&S has your information in a secure data base.
